Used Excavator Imports in West Africa: Country Preferences and Market Trends Ghana is the largest used excavator import market in West Africa by value. Nigeria spends less on formal imports despite its bigger economy. Guinea and Mali buy fewer machines but pay far more per unit for mining equipment. Senegal and Côte d’Ivoire lean toward infrastructure demand, while landlocked gold producers pull machines in through coastal ports. Ghana: West Africa’s Top Excavator Import Market According to Observatory of Economic Complexity (OEC) data for 2023, Ghana imported about $205 million of excavators. Nigeria imported only about $94 million. Across Africa, Ghana ranked second, behind South Africa. Demand is driven heavily by illegal small-scale gold mining (galamsey). Buyers favor low-cost 20-ton used excavators, not premium Japanese machines. Licensed industrial mines such as Newmont usually buy 30-ton and larger excavators. Import restrictions since June 2025 Ghana’s “No Permit, No Excavator” policy requires a mining license or a legitimate construction contract before a shipping line can deliver excavators to Tema Port. Cleared machines must also be registered and fitted with trackers. At one point, more than 1,000 excavators were stuck at the port. Demand remains strong, but undocumented used excavators are now much harder to clear.
